Tren Urbano Rail System

Client: Puerto Rico Highway and Transportation Authority (PRHTA)
Project location: San Juan, Puerto Rico
Project cost: $2.25 billion
DMJM Harris provided a broad range of services for the first FTA-sponsored Design-Build-Operate-Maintain transit project. Tren Urbano utilized a specialized contractor procurement and program management strategy, developed to ensure the client’s control over the process and results. DMJM Harris helped the project receive an unprecedented completion and delivery of a DEIS/FEIS and Record of Decision in 18 months.
Tren Urbano is a high-capacity, third rail powered, rail rapid transit system encompassing 16 stations in the densely developed, adjacent municipalities of Bayamon, Guaynabo, and San Juan. Phase I was completed in 2004, connecting key commercial, institutional, and residential destinations.
The DMJM Harris team is performing leadership and advisory roles for the system’s operation and maintenance and conducting a formal Training and Mentoring Program for PRHTA personnel. Additionally, Metropolitan Bus Authority routes are being reorganized to improve service for patrons and increase ridership and revenues. DMJM Harris continues to assist PRHTA with its Joint Development Program to optimize the use of areas surrounding Tren Urbano stations and promote intermodal coordination and integration, as well as continuing to provide advice to PRHTA regarding resolution of contract issues.
